Operations Manual Layout

The Manuals are compiled to CAAP 215–1(3.2) format, but can be tailored to the following formats:

  • ICAO Annex 6 (generally for airlines and international operations);
  • EU OPS; or
  • FAA Part 135

Aviation Manuals Australia has also taken into consideration the changes to the CASA legislation (Part 91, 119, 135, 133 etc) and ensure that the preparation of the manuals will require the least amount of amendment to meet the new requirements.

All the manuals will have the following common sections:

Volume 1 – Administration, Policies and Procedures

    • Manual Administration–Record Keeping.
    • Company Structure–Key Personnel, Facilities.

Dangerous Goods Manual

For the Company that would like to carry Dangerous Goods, other than those allowed under IATA Table 2.3A. It provides the Process and Procedures for the carriage of Dangerous Goods by air in accordance with ICAO Technical Instructions and making use of the IATA Dangerous Goods Regulations.

Drug and Alcohol Management Plan

For Companies of less than ten SSAA employees the Company may take advantage of the CASA Micro-DAMP Exemption. This exemption is built into Volume 1 of the Operations Manual. Companies of ten or more SSAA employees must have a separate DAMP Manual. The DAMP Manual outlines:

  1. The Company Policy on drug and alcohol use;
  2. The drug and alcohol testing requirements and the process for a positive reading;
  3. Training material required for DAMP awareness and the risk to aviation activities from misuse of legal and illegal substances.

Basic Aviation Risk Standard (BARS)

A supplement is added to the Operations Manual specifically for those flights that are conducting using the BARS standars.

*Safety Management Systems

The manual is developed for those business that must have an SMS for contracts (e.g QLD Government) and the size or operation requires an SMS under CASA legislation.

*Quality Assurance Manual

The manual outlines the duty and responsibilities of the Quality Manager (QM) and the process for conducting Internal Company audits. Like SMS some contracts require a QM and a QMS.

Pricing

The pricing of the material provided is dependent upon the size and complexity of the project. The preparation of a manual or project has the same payment requirements outlined below:

  1. 30% of the quoted amount upon the signing of an agreement to commence the project;
  2. 50% of the quoted amount when the DRAFT manual is presented;
  3. The remaining 20% on completion of the Services at which time DRAFT will be removed from the prepared documents.

Smaller projects and amendments to documents will be done on hourly rate.

What is an Operations Manual?

An Operations Manual will mean different things to different organisations, but it will have an impact on your operation. Your Operations Manual must suit your business. At Aviation Manuals Australia we ask you to get involved in the writing of the Operations Manual to ensure that it is fit for purpose.

CASA

It is the document that shows how you intend to comply with the current legislation.
It is used during an audit to confirm that you doing what you say you are doing. If not you will issued an Non Conformance Notice(NCN).

To the ATSB

If you have an accident or incident that they investigate, the ATSB will check to see that you were operating IAW your manual.
The ATSB will not apportion blame but may highlight deficiencies in your manual as a contributing factor.

Your Insurance Company

If you have an accident or incident and you are not operating in accordance with your Operations Manual, they may decline your insurance claim.
